Shen Heng was a clerk in the Western Department of the state of Wu, mentioned in volume 47 of the Records of the Three Kingdoms; he does not appear in the Romance of the Three Kingdoms.

Deeds

By order of Sun Quan, he went on a diplomatic mission to the state of Wei to decline the title bestowed on the young Sun Deng and to express thanks. Emperor Wen of Wei asked whether Wu feared that Wei would advance eastward. Shen Heng replied that Wu honored their old alliance; should Wei break it, Wu had its own defenses. The emperor then asked about the Crown Prince’s future visit to Wei, and Shen Heng said he had never heard of such a proposal. They talked throughout the day, and Shen Heng responded to each matter without yielding. For his successful mission, he was enfeoffed as Marquis of Yong’an Township and rose to the post of Minister of the Lesser Treasury. (As recorded in history)

After returning to Wu, Shen Heng advised Sun Quan to reduce other forms of corvée, devote efforts to farming and sericulture, repair boats, carts, and weapons, care for soldiers and common people, recruit talented men, and encourage the troops, so as to prepare for the changing situation throughout the realm. (As recorded in history)
