Historical Record

Liu Pan, a nephew of Liu Biao, is noted in the historical sources for his valor in battle. He repeatedly led troops to raid the area around Ai County and Xi'an County, causing a degree of disturbance to the locality. To counter Liu Pan's military operations, Sun Ce adopted an active defensive strategy. He combined Haihun, Jianchang, and the surrounding counties—six in all—and appointed Taishi Ci as Commandant of Jianchang, with his seat at Haihun. Taishi Ci's task was to direct the various commanders in jointly resisting Liu Pan's incursions. Under Taishi Ci's effective deployment and forceful suppression, Liu Pan's military actions were markedly checked, and he ultimately vanished from sight, posing no further threat to these regions. The historical account of Liu Pan is relatively brief, focusing mainly on the trouble he caused as a local armed force to Sun Ce's regime, and how Sun Ce's side responded and finally quelled his activities.

In the Novel

In the Romance of the Three Kingdoms, Liu Pan's image differs from the historical record, and his appearance is mainly connected to the expansion of Liu Bei's faction. He is portrayed as Liu Biao's nephew (rather than a brother's son), and in the novel he does not directly take part in military conflict but appears in a more passive way. After Liu Bei pacified the four commanderies of southern Jing, Huang Zhong recommended Liu Pan to Liu Bei. At this time Liu Pan was living in idle retirement at You County, displaying none of the valor or raiding behavior recorded in the histories. Liu Bei accepted Huang Zhong's suggestion, summoned Liu Pan, and appointed him to administer Changsha Commandery. This episode occurs after Liu Bei's faction had grown in strength, returned in triumph to Jing Province, and renamed Youjiangkou to Gong'an. Through Liu Pan's appointment, the novel further sets off the expanding influence of Liu Bei's faction in the Jing Province region, as well as its broad recruitment of talent and its abundance of money and grain. The Liu Pan of the novel is more like an old subordinate absorbed by Liu Bei than an independent military force, in sharp contrast to his image in the histories as Sun Ce's adversary. The histories make no clear record of Liu Pan submitting to Liu Bei or being appointed Administrator of Changsha.

Key Relationships

Liu Pan and Liu Biao were kin; the histories clearly record that he was Liu Biao's nephew (a brother's son), while the novel describes him as Liu Biao's nephew. This kinship is the basis of his identity. In history, as a kinsman of Liu Biao, Liu Pan's activities may to some extent have represented the influence of Liu Biao's faction in a particular region, though he behaved more as an independent armed force. In the novel, Liu Pan's appearance is closely tied to Liu Bei's faction. He was recommended to Liu Bei by Huang Zhong and ultimately came under Liu Bei's command, administering Changsha Commandery. This shows that in the novel's narrative, Liu Pan became one component of Liu Bei's faction's expansion, serving Liu Bei's political and military aims. This "service" relationship is unique to the novel; in history Liu Pan appears mainly as Sun Ce's adversary, with no record of submitting to Liu Bei.

Iconic Scenes

Liu Pan's iconic scene in the histories is his repeated raiding around Ai County and Xi'an County, which displays his valor. More decisive, however, is the scene in which Sun Ce dispatched Taishi Ci as Commandant of Jianchang to direct the various commanders in jointly resisting Liu Pan's incursions. Under Taishi Ci's effective suppression, Liu Pan finally "vanished and raided no more". This scene shows not only Liu Pan's activity as a local power but also Sun Ce's regime's ability to pacify local warlordism. In the Romance of the Three Kingdoms, Liu Pan's iconic scene is closely linked to the rise of Liu Bei's faction. After Liu Bei pacified the four commanderies of southern Jing, Huang Zhong recommended to Liu Bei the Liu Pan who was living idle at You County. Liu Bei accepted the suggestion and appointed Liu Pan to administer Changsha Commandery. This scene is Liu Pan's only clear appearance in the novel; it marks the further consolidation of Liu Bei's faction's control over the Jing Province region and reflects Liu Bei's strategy of broadly recruiting talent. This scene is unique to the novel and is utterly different from his image in the histories as Sun Ce's adversary, casting Liu Pan as a member of Liu Bei's command rather than an independent military force.
