Historical Record

Historical records of Zhong Shao (courtesy name Shenfu) are extremely sparse; in official histories such as the Records of the Three Kingdoms, no clear biography or related account of his deeds has been found. This means that in the verifiable historical documents, Zhong Shao was not an active figure or one of significant influence. His name was not recorded by the historians, and we therefore cannot construct his life, offices, achievements, or any specific historical activity from historical materials. For Zhong Shao, historical silence is his foremost characteristic; he seems to have left no traceable mark in the actual course of history.

In the Novel

In Luo Guanzhong's historical novel Romance of the Three Kingdoms, Zhong Shao (courtesy name Shenfu), as a Grand Counselor of Remonstrance, makes a brief appearance during the Chang'an period after Dong Zhuo's misrule. Together with Palace Attendant Ma Yu and General of the Household of the Left Liu Fan, the three secretly plotted to respond to the loyalist rising of Ma Teng, Grand Administrator of Xiliang, and Han Sui, Inspector of Bingzhou. At that time, Ma Teng and Han Sui led an army of over a hundred thousand, declaring their intent to punish the rebel faction of Li Jue and Guo Si, and had sent men ahead into Chang'an to act as inside agents in league with Zhong Shao and the others. Zhong Shao, Ma Yu, and Liu Fan secretly memorialized Emperor Xian to enfeoff Ma Teng as General Who Conquers the West and Han Sui as General Who Guards the West, and received a secret edict to jointly punish the rebel faction.

The novel's portrayal of Zhong Shao centers chiefly on his being one member of the court faction opposing Li Jue and Guo Si. His alliance with Ma Yu and Liu Fan reflects the loyal Han subjects' hatred of Dong Zhuo's remnant faction at the time and their yearning to restore the House of Han. Although their plot ultimately failed, and although in the novel Zhong Shao himself did not directly take part in military action or deeper political struggle, his appearance lent a certain legitimacy to Ma Teng and Han Sui's uprising and revealed the surging undercurrents of the political situation within Chang'an. In sharp contrast to the blank of the historical sources, the novel gives Zhong Shao a clear identity and a background of taking part in historical events, though this participation is brief and indirect. In the novel, Zhong Shao's image is that of a civil official loyal to the House of Han and daring to plot resistance against a powerful minister; his presence adds the color of court struggle to the novel and lays the groundwork for the later conflict between Ma Teng and Han Sui on one side and Li Jue and Guo Si on the other. However, after Li Jue and Guo Si learned of Ma Teng and Han Sui's arrival, Jia Xu offered the strategy of holding firm, while Li Meng and Wang Fang requested to give battle; in the end Li Meng and Wang Fang sortied and were defeated. Thereafter, the fate of Zhong Shao and the others is no longer mentioned in the novel, indicating that his role in the novel is mainly to bring Ma Teng and Han Sui into the scene, rather than to drive the plot as a central figure.

Key Relationships

* Xiliang Army (Ma Teng, Han Sui): In the novel, Zhong Shao established a secret alliance with Ma Teng, Grand Administrator of Xiliang, and Han Sui, Inspector of Bingzhou. As an inside agent within the court, he echoed Ma Teng and Han Sui from afar, jointly plotting to punish Li Jue and Guo Si. This relationship embodies the union of loyal Han subjects with regional power-holders in the hope of restoring the House of Han.
* Palace Attendant Ma Yu and General of the Household of the Left Liu Fan: Zhong Shao, Ma Yu, and Liu Fan formed the core small group plotting resistance against Li Jue and Guo Si. Together they advised Emperor Xian and received the secret edict, representing those within Chang'an loyal to the House of Han. This relationship reveals the existence within the court of an undercurrent of resistance against powerful ministers.

Signature Scenes

* Secretly Memorializing the Emperor, Allying with Xiliang: Zhong Shao's most signature scene is his secret memorial, together with Ma Yu and Liu Fan, to Emperor Xian of Han, enfeoffing Ma Teng as General Who Conquers the West and Han Sui as General Who Guards the West, and receiving the secret edict, thereby providing a legitimate basis for Ma Teng and Han Sui's uprising to punish Li Jue and Guo Si. This scene not only displays Zhong Shao's identity as a court official but also highlights his loyalty to the House of Han and his resolve to take part in political struggle. Although this action ultimately failed to directly turn the situation, it served in the novel as important groundwork for the entrance of Ma Teng and Han Sui, and is a significant manifestation of loyal subjects within Chang'an resisting powerful ministers.
