Budugen was a chieftain of the frontier Xianbei, belonging to the Xianbei people. He appears in relevant accounts in the Records of the Three Kingdoms; he is not mentioned in the Romance of the Three Kingdoms.

Deeds

After Kuitou died, Budugen succeeded him, but his following gradually weakened. His elder brother Fuluohan, meanwhile, gathered tens of thousands of men under his own command. When Kebineng killed Fuluohan, Budugen came to resent Kebineng. (According to historical records)

After Cao Pi ascended the throne, Budugen sent an envoy to present horses and was appointed a king. Later, he fought with Kebineng and led more than ten thousand households to seek refuge in Taiyuan and Yanmen. (According to historical records)

Budugen summoned Xie Guini and his followers back, whereupon Xie Guini led his people to submit to Budugen. In the fifth year of Huangchu, Budugen came to court to present tribute and received generous rewards. Thereafter, he guarded the frontier and caused no trouble. (According to historical records)

In the first year of Qinglong, Kebineng induced Budugen to form a marriage alliance. Budugen led Xie Guini and his followers to submit to Kebineng, then raided Bingzhou and killed and plundered officials and civilians. Wei sent Qin Lang to campaign against them. Xie Guini led his people to surrender to Wei, while Budugen was killed by Kebineng. (According to historical records)
